Cooperative federalism first began after the first years of the Great Depression. Politicians at the time agreed that the only way to save America from its downward spiral was to have the national government become more powerful and really take control of the situation. To slow and restore the affects of the Great Depression, president Franklin D. Roosevelt proposed the "New Deal". The "New Deal" was a series of federal programs intended to give financial aid to homeowners, farmers, and home construction programs. For example the Civilian Conservation Corps (CCC) was a work relief program for farmers and homeowners of the time. These new programs forced government on the national, state, and local levels to work together at all costs. At the time of the "New Deal" the national government decided to approve federal grants (also known as categorical grants) to states for specific areas to improve their economies. These grants left very little room for the states to spend money on anything other than what was approved. In 1964 president LBJ launched his "Great Society" program which battled poverty and discrimination. This program ushered in an era in which federal funds were given to states, local governments and special interest groups. These actions created a strong cooperative federalism once again and our national government was making sure that all government levels were working together to help fight poverty and discrimination.
